Are the measurements (15-1/4" x 28-5/8") outside or inside dimensions of this drip pan? When I click the link to the liners you sell for this it says they are "16" X 11". How does this work?

Outside to outside are the measurements. They do not make a pan liner large enough to use for this pan, so you use two at a time, side by side.
