One of three burner grids has broken and the other 2 are rusted. Our Model is VM400XBP. Will this fit? I think 17” is too long.

I do not know where your original burners were produced. This is American made stainless steel and is high quality.

Can this burner be used on natural gas, I want to convert Vermont Casing CF9030 LP to natural gas, is this possible with a new regulator?

All burner will work on LP or natural gas. It is your valves (size of the orifice on valve) that determines which gas is appropriate.
