I have a magic flame model number HA36720 with 4 burners this looks like it would work is the length measured from end to end including the part that extends past flames to connect to gas?

This burner is measured from longest point to longest point.

I noticed a big price difference between cast iron burners for the 15 13/16 x 2 1/4 you have 2 choices then the cast stainless that measures 16 x 2 7/8 is the quality of casting that much of a difference

There is a 'peg' in the back/bottom of the burner. It comes with a cotter pin.

I noticed a small bolt on the side of the burner -- what is that for? It's on the front and side. It's not the screw that adjust the air intake, so not sure what this bolt is for? My original does not have that bolt.

It impinges the flow of gas through the burner. You would adjust it in or out so that you get a nice blue flame with a little bit of yellow tips.
